 The Department of Water and Environmental Regulation (DWER) provides environmental services to the Commonwealth Government for the Indian Ocean Territories (IOT).

Funded by the Federal Department of Infrastructure and Regional Development, the five-year Marine Debris Project is supported by the Federal Government and administered by DWER, with assistance from not-for-profit organisation partners Tangaroa Blue Foundation. The Shires of Cocos (Keeling) Islands and Christmas Island also offer on ground support.

The project aims to help the communities of Cocos (Keeling) Islands and Christmas Islands (more than 2500 kilometres northwest of Perth) — deal with the marine debris that floats onto and close to the islands with the tides, and also pinpoint its source.
